In Ireland University and College is free to all Irish citizens and approx 4,000 a year for EU Students and 8-12K per year for American and Australian students.
This is because the Irish constitution states education is a right and hence it is essentially free (minus living expenses)
However, Irish University is more difficult to get into then colleges in the USA and Most of Europe and only accept the top students in each field. This is why they are credited as having the most educated work force in the world
