You know what, I don't like your human battery theory. No electricain should scratch his head, call another. The solution to have more grounding is a good one. You grounding installation is crucial in a pool and it should have been done by a qualified electrician, even if it was, there can still be problems and they are a royal pain to sort out. If the grounding was per code, you can still have a problem. There could be a single connection in your house that is bad. Here is what can happen.... Someone, somewhere could have tied a neutral to a ground wire, even in a ceiling fan for instance. This will put return current back along the ground and normally should be ok. What if, the transformer supplying your home has a crappy ground? So your ground looks better that the Hydro companies then. So, that fault current goes to your ground then. Normally not a problem. However, that current can travel from your ground rod at the house to the ground rods at the pool putting return current in proportion to the resisitance and distance of the rods to the pool metal. Bingo, you have voltage and you get the tingle. This is not good. Say on a better day, when the condition for grounding is better, you could get a bigger shock, and if you can't get away from it, even a half of an amp will kill you. You need to do something about this. Improving the ground at the house is one option. Call your electrical supply company and tell them they need to get their ground checked at the supply side. If you had your installation approved by the electrical inspector your pool grounding should be ok. Also, if you live close to the transmission center, it could be their ground. Either way, you have a mess and it needs to be fixed. Put it onto the Electrical engineers at your Hydro company, tell them it's their fault. To improve your ground, have your electrician run a new ground wire, up it one size, and drive 3 ten foot copper rods straight down in the ground 10 feet apart. You make a triangle shape which makes a ground grid. The ground wire should be continuous from the panel to the rods. Now, if it's the first option I said, where it could be a neutral and ground tied together. The only thing you can do is take every connection in your house apart and make sure they are separate . At the panel, remove the neutral bonding screw and put in a separate ground lug bar, tie all the grounds to this. You have got a mess, and I wouldn't let my kids back in the pool until the problem was resolved. I have bumped into this several times, mostly in barns with milkers, the cows will let you know when this is even half a volt.
Now, the last solution, and this might be the way to go.... is to have your electrician install a Tingle Voltage Filter. These are costly, but what's it worth to you.
